COMMUNITY COVENTANTS

Welcome to Wando Lakes, A Great Place to Live Neighborhood History

When the neighborhood of Wando Lakes was built in the late 1980s and early 1990s, this area was on the outskirts of town. Snee Farm was a little further down Route 17 but not much else. Interstate 526 opened and the Cooper River bridges changed to the Ravenel Bridge. Mount Pleasant began to spread towards Awendaw. People discovered the hidden gem of Mount Pleasant - great community schools, close to beaches, and a close knit, friendly community. Mount Pleasant grew so that the Town government placed a cap on building permits for new homes, which increased the selling prices of existing homes.

In the late 1990s, Town Centre, a new shopping complex opened nearby because this area was recognized as the center of the growing town. Real estate agents now advertise Wando Lakes with the famous phrase - location, location, location. Along with the rest of Mount Pleasant, Wando Lakes property selling prices soared. People have also discovered what a great place Wando Lakes is to live. Schools, beaches, and shopping are only minutes away while living tucked away in our neighborhood with children riding bikes, playing and where neighbors care about each other.

Since then, residential development has continued to boom in Mount Pleasant, creating even more desire for the Wando Lakes location. Our neighbors strive to keep Wando Lakes a special place and it requires everyone’s help and cooperation. Our covenants and restrictions offer the best ways for making our neighborhood a pleasant community for everyone to enjoy.

Community Association

Wando Lakes' prime purpose is to protect the value and desirability of our neighborhood. The Association is a group of involved residents who meet informally to discuss general neighborhood concerns, neighborhood improvements and maintenance and neighborhood events and gatherings. All are encouraged to participate and be involved. Meetings can be held to discuss current or future neighborhood projects. The Association also reviews resident concerns and residence actions detrimental to the neighborhood at large. If resident action continues, the appropriate authorities will be notified.

Annual dues are collected in December for the following year. Lakefront properties are $75 per year and other properties are $45 per year. Dues are used to maintain the neighborhood lake, front entrance lighting and lawn. Dues are also used to sponsor annual holiday contests, Yard of the Month, Community Yard Sale and more.

Lake Maintenance

The rear property line of homes located on the lake extends to a mid-section of the lake. Owners on the lake jointly own the lake and are responsible for the maintenance of the lake, reflected in the increased annual dues.

Lawn Care
Lawns should be routinely maintained - cut, edged, weeded and watered. Shrubs should be kept trimmed and landscape beddings should be kept weed free. Low hanging tree branches should be cut back. Typically, trees should enhance the home, not hide it. Leaves, dead branches and other vegetation debris should be removed from lawns. The edges of lawns should be kept trimmed. In addition to being more attractive, an edged lawn helps keep water flowing to the storm drains. Occasionally, leaves, pine needles and other debris must be swept or raked from the road sides, not deposited in storm drains.

Trash/Recycle Pickup

Trash pickup is Monday. The Town of Mount Pleasant also collects large items such as furniture, appliances, etc. on Monday. Lawn debris (tree limbs, shrubs, etc.) and bagged leaves are also picked up on Monday. All leaves, grass trimmings and other debris placed in bags MUST be placed in biodegradable, paper bags.

The Town will not pick up tires, paint cans or batteries. By Town ordinance, trash is not to be placed curbside no earlier than twelve (12) hours before pickup. All trash receptacles are to be removed within twelve (12) hours after pickup.

Since a ‘scoop truck’ is used to pick up large items, it is necessary to sweep and clean up debris left behind. No one wants to look at trash all week and weekend. If you need to have trash removed prior to collection day, call the Town of Mount Pleasant Sanitation Department at 843-884-8518 to arrange a special pick up. The Kidney Foundation (843-554-6715) and Habitat for Humanity (843-559-4009) welcome donated usable household items.

Our recycling is coordinated through Charleston County’s Single Stream Collection Program. This program is single stream. Instead of separating recyclables by type, residents can combine all paper, cardboard, glass, aluminum and plastic containers into one wheeled cart. Please place your recycling cart on the curb every other Thursday and the same guidelines are to be followed as for trash collection.

Residents are asked to keep the area around their home free of trash items. Trash and recycle bins should always be stored so they are not visible from the street. They should be placed in rear yards, garages or behind screened enclosures.

Parking

Cars should be parked in driveways. If additionally parking is needed, attractive parking spaces can be created on the side of a drive, in accordance with Town code. Cars are not allowed to be parked in the front yard and unregistered vehicles/recreational vehicles/boats are subject to removal by the Town (fees can apply to owners).

Boats, trailers, commercial vehicles, etc. should be placed behind a fence or alongside the house so they are not visible when driving down the street.

Speed Limit

The streets of Wando Lakes are narrow with curves, making it sometimes difficult to fully see oncoming traffic or pedestrians. The legal speed limit is 25mph but 20 is recommended. Speeding necessitated the installation of speed bumps on Babington and Nantahala after speeding cars caused damage to property and injured/killed pets. We love our children and our pets, and drive slowly and responsibly.

Pets

Dogs and cats are a joy to their owners but should never be a nuisance to neighbors. Animals that run free are subject to being impounded by the Town Animal Control. Dogs should be kept on a leash with walks. Owners are expected to pick up after their pets and dispose of the waste properly.

Building, Property Additions and Remodel

All property construction additions, remodels and property fences must follow Town of Mount Pleasant code. All fences must be constructed “finished” side out (facing your neighbor). Town Code also states fence installation must not extend past the foundation footprint of your residence. Please check the Town of Mount Pleasant ordinance for setback guidelines for fence/gates and all construction additions. Necessary permits from the Town of Mount Pleasant must be placed in view for the public.

Other Concerns
